Historically, in Oklahoma, 911 GIS is only used for the 911 dispatcher to get a visual reference of where a 911 call is at. Therefore, 911 Coordinators did not have to worry about sharing this data or having other people using it for emergency service purposes. During the planning phases for NG911, we looked at other Statewide programs. Some were successful but others were not as successful. The Vision of our GIS team was to ensure that we built a consistent State GIS repository. This could not happen without strong partnerships within the GIS and 911 communities. We wanted to build bridges between these two unique groups to build success. Obviously, or with the State not so obvious, is that we needed to build a training program before we ever started accepting GIS data from the local PSAPs. This class with cover the road we chose to find success.

The implementation of NG9-1-1 from a statewide perspective is one of the biggest considerations to determining how to deploy NG9-1-1. There are many organizational and technical considerations to create a sustainable approach to NG9-1-1 GIS and best practices are emerging. This session will feature the State of Alabama’s approach to supporting NG9-1-1 GIS from the local communities throughout Alabama.  

According to FCC sources, 12% of U.S. wireless 9-1-1 calls, approximately 25 million annually, are sent to the wrong PSAP, losing valuable response time. The root cause of these transfers can be traced to deficiencies in today’s E9-1-1 Route Selection Process – (A) managing the correlation of answering PSAP to cell-site sector, (B) wireless carrier data tedious workflow done with inadequate information, (C) inconsistent presentation of data from carriers, and (D) outdated tools. This session will discuss the history of wireless call routing, today’s challenges with 3G, 4G, 5G and beyond, and the innovations of location-based routing for improved call outcomes and increased efficiencies of 9-1-1 call center operations.

• What is used to select the 911 PSAP for a mobile phone call? 
• What is the difference between location used for routing vs location used for dispatch?

Sixty-one million Gen-Zers have recently entered the workforce and are radically changing it forever. They have different expectations, behaviors, and preferences and trainers are going to have to adjust their processes in order to train this new generation. Join us to learn what differences Gen-Z is going to make to the workforce and what differences you will face in training them.  

To fully understand how the GIS community will be impacted by the requirements of Next Generation 9-1-1, we must pull the covers back and dive into the details. Dive deep enough and we find in the small fine print of a standard that once an anomaly is identified in the GIS data, we have 3-days to turn that data round and get it back into the ESInet. But what does that really mean?

In this presentation, we’ll learn what it really means to have a 3-business day turn around and how to decrease the impact this requirement might have on our daily workflows.  

As with Road Centerlines, NG9-1-1 GIS data readiness and effective management of NENA’s required Site/Structure Address Points and Boundary layers also requires a complete understanding of the NG9-1-1 GIS Data Model. Developing GIS data that follows the standards for NG9-1-1 benefits 9-1-1 Authorities in the near term by cleaning up data used in existing 9-1-1 applications and prepares for NG9-1-1 implementation. 

The goal of this presentation to bring light to the various standards that impact Site/Structure Address Points and Boundary layers, how to prepare data to meet that standard, and why data validation is important during the data readiness phase of NG9-11-1.

Larimer Emergency Telephone Authority (LETA) is the governing Authority for 9-1-1 in Larimer County Colorado. LETA supports 25 government partners and 5 9-1-1 centers. In the summer of 2020, northern Colorado experienced 5 wildfires that overlapped and generated numerous evacuation orders of their communities. LETA’s CEO Kimberly Culp will discuss how they use GIS data to pin point addresses in the Emergency Alert System, the role GIS data played during the event, as well as how they used GIS data to help citizens during the evacuation orders.
