DATAMARK Rise is a 3-day, virtual event that aims to explore the most powerful innovations and concepts for the public safety and GIS communities conceived within the last year.

Much like our 2020 event, DATAMARK's second-annual conference will bring communities across the nation together for a familiar cause. This time we will focus on the industry's forward momentum, return to a "new normal", and how innovations in public safety technology can help pave the way.

So join us, once again, for a virtual event that will inspire, spark creativity, and create conversation. As a community, we will Rise.

New and Noteworthy Items for 2021:

  • We will be offering both NENA and URISA Training courses on Monday, April 12th as pre-conference workshops for a fee.

  • Attendees will have the opportunity to nominate a PSAP to win an award at the closing ceremony of the conference, AND receive complimentary catering for 24 hours (see below for more details).

Tuesday Apr 13, 2021 @  09:00:AM  —  09:50:AM PDT

Historically, in Oklahoma, 911 GIS is only used for the 911 dispatcher to get a visual reference of where a 911 call is at. Therefore, 911 Coordinators did not have to worry about sharing this data or having other people using it for emergency service purposes. During the planning phases for NG911, we looked at other Statewide programs. Some were successful but others were not as successful. The Vision of our GIS team was to ensure that we built a consistent State GIS repository. This could not happen without strong partnerships within the GIS and 911 communities. We wanted to build bridges between these two unique groups to build success. Obviously, or with the State not so obvious, is that we needed to build a training program before we ever started accepting GIS data from the local PSAPs. This class with cover the road we chose to find success.

How to Enhance Public Safety with Emerging Technologies
How to Enhance Public Safety with Emerging Technologies

Tuesday Apr 13, 2021 @  12:00:PM  —  12:50:PM PDT

Communities across the globe have a responsibility to keep their citizens, facilities, public spaces and first responders safe and secure. To do this, it’s important to embrace the ability to map one’s security and public safety systems across physical security, emergency management, operational technology and IT platforms – to avoid and eliminate gaps and risk. Across the spectrum of “PS, OT, IT” technology integration, it also stimulates greater collaboration between cross-functional agencies, teams and departments. Evaluating emerging technologies can be successfully done with a comprehensive view across people, technology and process. With this expert panel (panelists to be announced soon), we’ll examine implications for key emerging tech such as AI, communications platforms, video and IoT and share advice for procurement, project management and deployment steps.

The implementation of NG9-1-1 from a statewide perspective is one of the biggest considerations to determining how to deploy NG9-1-1. There are many organizational and technical considerations to create a sustainable approach to NG9-1-1 GIS and best practices are emerging. This session will feature the State of Alabama’s approach to supporting NG9-1-1 GIS from the local communities throughout Alabama.

Wednesday Apr 14, 2021 @  11:00:AM  —  11:50:AM PDT

According to FCC sources, 12% of U.S. wireless 9-1-1 calls, approximately 25 million annually, are sent to the wrong PSAP, losing valuable response time. The root cause of these transfers can be traced to deficiencies in today’s E9-1-1 Route Selection Process – (A) managing the correlation of answering PSAP to cell-site sector, (B) wireless carrier data tedious workflow done with inadequate information, (C) inconsistent presentation of data from carriers, and (D) outdated tools. This session will discuss the history of wireless call routing, today’s challenges with 3G, 4G, 5G and beyond, and the innovations of location-based routing for improved call outcomes and increased efficiencies of 9-1-1 call center operations.

Attendees will learn:

  • What is used to select the 911 PSAP for a mobile phone call?
  • What is the difference between location used for routing vs location used for dispatch?
  • What is gained by achieving location-based routing?

Understanding The Impacts Of A 3-Business Day Turnaround For NG9-1-1

Wednesday Apr 14, 2021 @  03:00:PM  —  03:50:PM PDT

To fully understand how the GIS community will be impacted by the requirements of Next Generation 9-1-1, we must pull the covers back and dive into the details. Dive deep enough and we find in the small fine print of a standard that once an anomaly is identified in the GIS data, we have 3-days to turn that data round and get it back into the ESInet. But what does that really mean?

?

In this presentation, we’ll learn what it really means to have a 3-business day turn around and how to decrease the impact this requirement might have on our daily workflows.

Thursday Apr 15, 2021 @  09:00:AM  —  09:50:AM PDT

As with Road Centerlines, NG9-1-1 GIS data readiness and effective management of NENA’s required Site/Structure Address Points and Boundary layers also requires a complete understanding of the NG9-1-1 GIS Data Model. Developing GIS data that follows the standards for NG9-1-1 benefits 9-1-1 Authorities in the near term by cleaning up data used in existing 9-1-1 applications and prepares for NG9-1-1 implementation.

The goal of this presentation to bring light to the various standards that impact Site/Structure Address Points and Boundary layers, how to prepare data to meet that standard, and why data validation is important during the data readiness phase of NG9-11-1.

This webinar will focus on:

  • Site/Structure Address Points
  • Civic Location Data Exchange Format (CLDXF)
  • Required GIS Data Layers
  • GIS Data Validations
  • Data Maintenance
