The purpose of this class is to provide students with a brief introduction to the ARNG Environmental Condition of Property (ECOP) program. ECOP is the general term used for a variety of investigations conducted to determine the existence, or the potential for existence, of environmental contamination (i.e. through a release or disposal) from hazardous substances, petroleum products, and/or special contamination concerns on a parcel of real property. This class provides a broad overview of the Federal laws, Army, and ARNG regulations which drive ECOP requirements. Additional topics discussed will include the type of ECOP documents required; ECOP planning, funding, and review process; and ECOP challenges that slowdown real property transactions and MILCON projects. The intended target audience includes new ARNG State Environmental Program Managers, Environmental Project Managers, Construction Facility Management Officers, and Construction Design/Project Managers. Other internal stakeholders in related fields such as Real Estate, MILCON, Training, and agency decision-makers are also recommended to attend.
