More medically complex children are living in the home, requiring first responders to understand the sophisticated needs of these patients and their families. Through case studies and hands-on demonstration, we will provide examples of technologic and emotional challenges that face first responders when caring for these children in crises.

NOTE: This course has a required pre-requisite WMD and Terrorism Standard Awareness offered on Saturday, September 28, 2019.

Target Audience/Disciplines

Hospital staff members who comprise a Hospital Emergency Response Team, such as physicians, nurses, administrators, security personnel, environmental staff, and other hospital staff.

Overview

The Hospital Emergency Response Training for Mass Casualty Incidents (HERT) course addresses healthcare response at the operations level for the facility and its personnel. This course prepares healthcare responders to utilize the Hospital Incident Command System — integrating into the community emergency response network while operating an Emergency Treatment Area as hospital first responders during a mass casualty incident involving patient contamination. The healthcare responders will determine and use appropriate personal protective equipment and conduct triage followed by decontamination of ambulatory and nonambulatory patients as members of a Hospital Emergency Response Team.

Below are some, but not all, of the critical skill sets learned during this training program:

·        Analyze the need, composition, and use of a Hospital Emergency Treatment Team during an emergency, mass casualty incident, or disaster situation.

·        Summarize the organization and operation of the Hospital Incident Command System as it integrates with the Incident Command System during response to mass casualty incident.

·        Differentiate the medical responses to a variety of illnesses and injuries that may result from a mass casualty incident.

·        Select and use the appropriate level of personal protective equipment as hospital first receivers in response to a disaster involving patient contamination.

·        Structure the healthcare facility Emergency Treatment Area to support medical operations in response a mass casualty incident.

·        Establish a Hospital Emergency Response Team that meets all safety requirements, provides security to the hospital, and efficiently manages patients for processing into the hospital facility for follow-up treatment.

·        Compare decontamination methods and procedures.

·        Perform Simple Triage and Rapid Treatment© (START) and JumpSTART procedures within the Emergency Treatment Area during a hospital response to a mass casualty incident involving contamination.

·        Conduct operations in an Emergency Treatment Area while wearing appropriate personal protective equipment in response to a mass casualty incident involving contamination.

·        Conduct an effective medical response to a mass casualty incident using the Hospital Emergency Response Team approach.

Overview

The Standardized Awareness Training Program (SAT) is a one-day course. The course covers the knowledge of essential course material on chemical, biological, radiological, nuclear, and explosive (CBRNE) hazards and materials, prevention and deterrence methods, and the Emergency Response Guidebook (ERG) in order to make decisions at the awareness level.

Below are some, but not all, of the critical skill sets learned during this training program:

·        Identify terms and concepts that are applicable to the prevention and deterrence of terrorist and CBRNE incidents.

·        Identify hazardous materials, hazard classes, and response information using the Emergency Response Guidebook.

·        Discuss selected chemical and biological agents, including the physiological signs and symptoms of exposure, potential sources, indicators of an attack, and physical characteristics.

·        Discuss radiation and radiological materials.

·        Discuss explosives, including the characteristics and the effects of a detonated explosive device.

This workshop is fluid and for Educational Program Coordinators/Directors or equivalent positions that deal with the daily operations of an educational program. In the future the Educational Program Coordinator/Director will be required to attend an OEMS Program Director workshop annually.

The OEMS Instructor Workshop discusses current, ongoing and future items/issues dealing with EMS Education in North Carolina. This workshop is facilitated by the OEMS education staff and is a requirement for Initial and Renewal of Instructor Credentials.

NAEMT's Psychological Trauma in EMS Patients (PTEP) course gives EMS practitioners the resources they need to help alleviate patients’ hidden wounds – intense fear, stress and pain – during a medical emergency. PTEP educates EMS practitioners about the biological underpinnings of psychological trauma, the short and long-term impact on the brain and body, and warning signs that a patient is experiencing extreme psychological distress. EMS practitioners are also taught strategies and techniques to alleviate patients’ distress and help patients cope with what they’re experiencing to ward off lingering effects.

Based on the national model, this course offers an introduction to creating and maintaining a successful EMS organization through facilitated discussions, lectures, and exercises on managerial leadership, team building, professional communications, quality improvement, customer service, strategic planning, crisis management, and budgeting. The Crisis Intervention Team program teaches first responders practical skills to help them interact safely and effectively with persons with mental health, substance use, or intellectual and developmental disability needs. The curriculum includes information about common signs and symptoms of behavioral health concerns, information about community resources, opportunities to hear from individuals and family members, and training in de-escalation and crisis intervention. The goals of CIT are to promote the safe resolution of crises, to divert individuals from jail and the emergency department, and to offer community members access to care and opportunities for service engagement.

This course is an immersion style program, emphasizing basic and advanced airway anatomy and physiology, basic and advanced airway management techniques and proven techniques to identifying airways that pose predictable management challenges. Curriculum includes review and discussion of pharmacologic agents used to attenuate normal physiological response to airway management, including the latest evidence based science toward medication assisted intubation using sedatives and paralytics. Additionally, this course provides a hands-on surgical airway lab utilizing pig trachea for landmark identification of similar human anatomy and practical sessions of actual surgical techniques to gain airway access through the cricothyroid membrane. This course offers psychomotor lab experiences with basic and advanced airway management skills including intubation, extraglottic devices and unique EMS airway management experiences.

The North Carolina Association of EMS Educators is sponsoring their annual "Paramedic Refresher Program" at the 2019 EMS Expo on Friday and Saturday, September 27th and 28th. The goal of this program is to provide Nationally Registered Paramedics with their required 30 hours of National topics for National Registry recertification. Students taking this course, along with either last years or next years course, will have met this 30 hour requirement. All topics covered will be developed and taught by North Carolina pre-hospital providers. Topics covered this year include: Pediatric Cardiac Arrest, Cardiac Arrest, ACS, Post-Resuscitation Care, Congestive Heart Failure, OB Emergencies, Ventilation, Capnography, Oxygenation, Ventricular Assist Devices, Trauma Triage, CNS Injuries, Hemorrhage Control, and Fluid Resuscitation.
