The landscape of school-based Medicaid services has experienced a significant transformation. Never, in the history of the program, has there been such momentum! This energy transfixes the school level, the state offices, and even reaches our federal partnerships. Together, let's celebrate being a part of this transformative moment while also striving to perfect our practices. 

This is a two-part presentation. In this session MDE, Medicaid, PCG, and ISD staff will provide an introduction to the Medicaid SBS program. The history of SSP, 31n, C4S expansion, payment methodology, SSP policy, basic CHAMPS navigation, an overview of RMTS & staff pool, audits, quarterly financials, and helpful resources will be covered. PCG will also present updates during this session. While this is designed for people who are new to SBS, experienced personnel may still find it helpful. 

This is a two part session. During this first session operational challenges ISDs face will be identified and groups will discuss how to deal with those challenges. If you have an operational beast that you have slain please bring it up during session one so that other ISDs can benefit from your experience. During the second session the groups will present their findings. 

This is part two of Medicaid 101.

This is a brainstorming session to identify areas for program improvement and ideas for additional program expansion. This is an opportunity for the ISDs to bring ideas to the attention of the program’s state administrators of ways to improve the program. These improvements may be in the form of program enhancements, adding providers, training, etc. All ideas and suggestions are encouraged, no matter your program experience level. Often new ideas are the best ideas! For those attending Medicaid 101, there will be a drop box at the registration desk for your suggestions.

In this session, we will review the many ways that NAME champions collaboration, integrity, and growth for school-based Medicaid. We will discuss the national perspective of the new guidance based on individual state interviews. Additionally, pertinent information on this year’s state grants will be presented. Participants can also expect information on requested topics from Michigan attendees! 

Dump pens and paper. Effective, automated, easy-to-use, paid-for help has arrived. Through a Statewide grant agreement the Michigan Department of Education selected bhworks, a student mental health software system to: gain electronic consent, confidentially screen students, assess, refer and monitor behavioral and mental health treatment, collect real-time data, integrate billing - get reimbursed through Medicaid and streamline communication with families and school staff. The software is paid for by MDE, and 38 of the 56 ISDs are now using it to improve student behavioral and mental health outcomes.

This session will focus on the reimbursement methodology for Direct Services and C4S within the School Services Program (SSP). We will also discuss any upcoming changes that may affect reimbursement going forward.

This session will provide an insight on what happens during an audit and recent audit findings.

Although school nurses have been able to bill Medicaid for services provided to general education students for a few years, it has been a challenge to build this activity into their practice. This presentation will share these challenges and provide strategies for supporting school nurses in Medicaid billing. Attendees to this session will learn the components of care coordination directed by the various student health plans to help them best support school nurses who undertake billing as a new activity in their practice. 

This session will focus on navigation though all Facility Settlement areas that are accessible to the LEA and ISD. Learn how to enroll and revalidate a LEA’s in CHAMPS along with associating a new LEA in Facility Settlement at the beginning of the year. We will also discuss the roles and responsibilities for the Domain Administrator profiles and how to ensure that all of your LEA’s are set up properly prior to submitting your cost report each year.  

Understanding the significance of the Random Moment Time Study (RMTS) in School Based Medicaid Services is critical to the success of any LEAs School Based Medicaid Program. This presentation will provide coordinators with a conceptual overview of the role RMTS plays in School Based Medicaid Services and why it’s the foundation of any successful program. We'll begin with the basics, engage in interactive activities, and troubleshoot some of the most common issues LEA’s face…all while laying out a foundation for success for new coordinators. If you are a new coordinator, or a seasoned vet looking for a RMTS refresh, please join us in the Random Moment Time Study (RMTS) for New Coordinators breakout session.

This session will provide an overview of the function and focus of the SSP Medicaid regional meetings. It will highlight the accomplishments from the 2022-2023 school year and review the breakout workgroup sessions.

In this session PCG will detail the best practices coordinators must understand to effectively manage the RMTS within their LEA. This presentation will explain the collective roles and responsibilities all LEAs have to ensure compliance within their individual programs. In addition, we’ll discuss the financial impacts these individual management practices have on all participating LEAs in Michigan. PCG will provide RMTS system management tips, identify new and underutilized system features, and explain RMTS and financial timelines. This session will describe more advanced concepts and processes, building from content delivered in the Random Moment Time Study (RMTS) for New Coordinators session.

Medical necessity and the medical plan of care are integral components of Medicaid reimbursement for qualified services performed by School Services Program clinicians. This session will explore how the medical plan of care is used to establish medical necessity and the importance of medical necessity in the School Services Program, as well as the Centers for Medicare and Medicaid Services’ (CMS) stance on medical necessity in the schools. It will also discuss how the provider can determine when services are medically necessary.

There has been historic state funding available to schools to support student mental health needs over the last several years. Join the state consultants to hear updates on how those funds are being used across the state and get any of your questions answered. 

Forty-one Michigan ISDs/RESAs/ESAs are using bhworks, a student mental health software system. Through a statewide grant agreement, the Michigan Department ofEducation selected bhworks student mental health software system in spring 2021 to allow K-12 schools statewide to use this comprehensive technology to address student behavioral and mental health, including offering care plans, documentation, and Medicaid billing integration. The software is paid for by MDE. This session will be a ‘user group’ discussion highlighting Michigan ISD case studies offered to help Michigan bhworks users learn new software features, with answers to those “how do I do this…?” questions as well. Also learn about our new truancy module.

A good quality assurance plan is the foundation of strong Medicaid program. Learn options on how to involve your districts in this process working as a team to ensure program compliance. 

How to write an effective POC utilizing the IFSP.  

During this session the groups who participated in the panel discussion prep will present their findings to the group. 

The final draft of the SSP Chapter of the Medicaid Provider Manual rewrite will be presented. Comments obtained during the public comment period may also be discussed. Plans for the submission of the SPA, as a requirement of CMS’s May 18, 2024 Delivering Service in School-based Settings: A Comprehensive Guide to Medicaid Services and Administrative Claiming will also be discussed. Discussion will focus on both optional and required changes and how those changes will likely affect the School Services Program (SSP).
